Plans and Programs The Wing Plans and Programs (XP) Section is responsible for strategic planning and evaluation services for Minnesota Wing. This section is part of the Mission Support Group of the Wing Staff. The Plans and Programs Officer reports to the Chief of Staff, Mission Support.
